e-governance to Mobile App
The Gujarat Food and Drug Control Administration (FDCA) is upgrading from e-governance to m-governance with the launch of a mobile application for all stakeholders, including manufacturers and retailers.
Benefits of m-governance model
The mobile app is set to ease doing business and is currently undergoing a safety audit, with its launch expected in a month.
The m-governance model aims to bring in effective governance/vigilance at the grassroots level, with all applications accessible through mobile devices.
The new system will allow for mobile testing, effective utilization of capacity and instruments, and real-time connectivity for monitoring and governance.
Beneficiaries of the mobile app
The mobile app will benefit over 5,000 licensees, including allopathic, ayurvedic, and cosmetic manufacturers.
Gujarat has:
- 3,533 allopathic manufacturing units,
- 835 ayurvedic manufacturing units,
- 826 cosmetics manufacturing units,
- 9 homeopathy manufacturing units.
Additionally, the state boasts over 1,081 WHO-GMP units and 140 USFDA approved drug manufacturing units in the country.
Current Gujarat FDCA online platforms
The Gujarat FDCA online platform’s drug manufacturing license application (DMLA) software has been in use since 2011.
The platform enables regulators to deliver efficient paperless services for granting product licenses for APIs and formulations under the allopathic segment.
Moreover, an online Extended Licensing Node (XLN) system was set up in the state in 2007 for online grant of retail/wholesale sales licenses.
Merging of online platforms
The new m-governance system will merge all the online platforms in one place, providing faster and real-time access to the status of the application in a seamless manner.
Launch of cosmetic manufacturing license portal
In December 2022, Gujarat Chief Minister Bhupendra Patel launched the cosmetic manufacturing license portal, which is part of Gujarat’s good governance initiative.
The portal aims to make the licensing process transparent, accountable, and less time-consuming.
Online operations for cosmetic manufacturing licenses
As of today, about 826 firms manufacture cosmetic products in the state, and until recently, all operations were done offline, requiring applicants to visit the office in person to apply, follow up, and obtain the license.
With the creation of a web portal cosmla.gujarat.gov.in by the officials of Gujarat FDCA and National Informatics Centre (NIC), Government of India (GoI), all the above operations can now be done online.
