Govt begins Anti Dumping Probe into semi finished ophthalmic lenses

The Union commerce ministry has begun anti-dumping probe into the imports of semi-finished ophthalmic lenses from China following a complaint from domestic industry.

Semi-finished ophthalmic lenses are made up of plastic and are identified as per the refractive indexes such as 1.498, 1.56, 1.60, 1.67 and 1.74 etc. These products are also manufactured in different sizes having diameter 65,70 and 75 mm etc. Polarized lenses, polycarbonate lenses, transition lenses, high and special purpose lenses have been excluded from the probe.

The probe is being conducted by the ministry’s investigation arm Directorate General of Trade Remedies (DGTR).

GKB Ophthalmics Limited has filed an application before the DGTR seeking initiation of anti-dumping investigation and imposition of the anti-dumping duty on the imports of semi-finished ophthalmic lenses from China.

The applicant claimed that the dumping of semi-finished ophthalmic lenses is causing material injury to the domestic industry. The imports are undercutting the prices of the domestic industry and causing price depression in the market, it said.

On the basis of the duly substantiated written application by or on behalf of the domestic industry, and having satisfied itself, on the basis of the prima facie evidence submitted about the dumping, the DGTR has initiated the investigations, according to a notification of the directorate on September 30, 2021.

The proposed period of investigation is from April 1, 2020 to March 31, 2021. The injury investigation period for the present investigation will be 2017-2021.

If it is established that the dumping has caused material injury to the domestic players, the DGTR would recommend the imposition of anti-dumping duty on imports from China.

Countries conduct anti-dumping investigations to check if domestic industry has been hit due to a surge in cheap imports from other countries. As a counter-measure, they impose anti-dumping duties under the multilateral WTO regime.

The duty is aimed at ensuring fair trading practices and creating a level-playing field for domestic manufacturers vis-a-vis foreign producers and exporters. India has already imposed an anti-dumping duty on several products to cope up with cheap imports from various countries, including China.
