Boilers Bill 2024
The Indian government has taken a very important step towards enhancing safety, security, and streamlining the operations industries, especially the pharmaceutical sector, by means of passing the Boilers Bill 2024.
This new legislation aims to replace the century-old Boilers Act of 1923, bringing in modern regulations focused on preventing accidents from steam boilers and fostering a more business-friendly environment, especially for Micro, Small, and Medium Enterprises (MSMEs).
Addressing Critical Safety Concerns in Pharma Manufacturing
The pharmaceutical industry, especially bulk drug manufacturing, frequently grapples with the inherent risks associated with highly volatile chemicals and drugs. Fires and explosions are unfortunately not uncommon, posing a serious threat to both life and property.
The Boilers Bill 2024 directly addresses this critical issue by implementing stricter regulations for the use of high-capacity boilers, which are mostly used in bulk drug manufacturing units, which may cause a higher risk of accidents, e.g., fires, cylinder blasts, and solvent leakages.
Key points of the Boilers Bill 2024
The Boilers Bill 2024, which was already passed by the Rajya Sabha last year, recently passed by the Lok Sabha via a voice vote and is now awaiting the President’s assent to become law.
Several key provisions in new boiler regulations:
Decriminalization for MSMEs:
Incorporation of provisions for decriminalizing certain offenses, which may ease out the regulatory burden on MSMEs for the promotion of ease of doing business.
Competent Personnel:
Proper maintenance is very important for the safety of boilers; the regulation mandates that only qualified and competent personnel are authorized for repairs of the same.
Simplified Structure:
Union Commerce Minister Piyush Goyal stated that the bill simplifies the present legal framework by removing obsolete provisions from the old Act.
