Chintan Shivir – Introduction:
Dr. Mansukh Mandaviya, Union Minister for Health and Family Welfare, will preside over a two-day “Chintan Shivir” in Hyderabad focused on Drug Quality Regulation and Enforcement.
The meeting will be held on February 26-27, 2023, at Shanti Vanam in Hyderabad.
The following special invitees will also be present among the attendees:
- Dr Bharati Pravin Pawar, Minister of State for Health and Family Welfare,
- Dr Bhagwant Khuba, Minister of State for Chemicals & Fertilizers,
- Dr V K Paul, Member (Health) NITI Aayog,
- Prof. Y K Gupta, HOD, AIIMS,
- All Directors of NIPERs,
- Directors, All CDTLs / CDLs.
Sessions: The five sessions planned for the Chintan Shivir
There will be 5 sessions of discussions on various points. There will be 3 sessions on first day and 2 sessions including final recommendations and closing session on 2nd day:
Day 1:
- Session 1: Building trust and confidence in the quality of drugs, cosmetics, and medical devices in domestic and export markets.
- Session 2: Effective enforcement at the field level.
- Session 3: Indian pharmacopoeia and adherence to its standards.
Day 2:
- Session 4: A unified IT intervention for all regulatory activities and capacity building of state and national regulators.
- Session 5: Discussions on global best practices, the introduction of newer interventions like digital tools, and clinical trial standards.
Participants:
The Chintan Shivir will see the participation of eminent speakers, domain experts from the government, industry fora, startups, and academia.
Senior officials will also be present, including:
- Union Secretary (Health),
- Secretary (Pharmaceuticals),
- Secretary (AYUSH),
- CEO, NHA
- DGHS along with representatives from National Health Authority,
- Chairperson, NPPA,
- Addnl. Chief Secretaries / Principal Health Secretaries / Secretaries of all State / UTs,
- Director, NIB,
- Secretary -cum Scientific Director, Indian Pharmacopoeia Commission (IPC)
- DCGI, CDSCO,
- All State Drugs Controllers.
Sessions:

Objective:
The objective of the Chintan Shivir is to review processes and implementation of policies and programs related to drugs quality and enforcement in the country.
The meeting will also recommend ways and means for facilitating ease of doing business by reviewing predictability, transparency, and compliance to Indian drug standards, and regulatory capacities across states and centers.
Conclusion:
The conference will have panel discussions with eminent speakers and experts from the Ministry of Health and Family Welfare, NITI Aayog, industry fora, startups, academia, etc., along with interactive sessions with the stakeholders.
The aim of the sessions is to create brainstorming interactions with stakeholders, with a view to evolving a participatory approach for the time-bound implementation of policies and programs.
