The Drug Control Administration (DCA) in Arunachal Pradesh, which is struggling to function due to severe manpower crunch, will soon heave a sigh of relief as the state public service commission (APPSC) will soon conduct a written test for recruiting eight drug inspectors to overcome the skilled manpower shortage.
The department’s staff shortage has been a barrier to the enforcement of drug laws in the state’s 26 districts for the past few years, but hopefully it will be resolved quickly with the hiring of new personnel.
The PSC is acting on a proposal submitted to the government by the drug control administration, says Gebong Tayang, Drug Controller in-charge at the Arunachal DCA.
Gebong said the department hopes that the PSC will complete the process very soon and eight vacancies of inspectors can be filled up as soon as the result is out.
The department has submitted a proposal for 15 drug inspectors, but only eight posts were created. The number of sanctioned posts is 23 and presently seven inspectors are in service.
Our department will have 15 inspectors once we hire the eight drug inspectors, and we are hoping the government will quickly create eight more positions. We have submitted a second proposal for eight additional drug inspectors, he explained.
Unlike what is going on in other states as regards procurement and supply of medicines to government hospitals, in Arunachal Pradesh the deputy director of health services is procuring medicines from manufacturing companies belonging to different states in India and supplying them to the medical college hospital and to the district hospitals.
The wholesalers who want to supply to the government have to register with the DHS. About 80 wholesalers have been licensed to supply to the government and also to the private markets. They procure medicines from Guwahati, Kolkata, Siliguri and Gangtok, said Gebong.
Apart from the DC-in-charge, the drug control department comprises five zonal licensing authorities (ZLAs) and seven drug inspectors. The headquarter office of the DCA is functioning under the DHS.
Gebong Tayang is the ADC who looks after the responsibility of the controlling authority. Because of staff shortage the department is struggling hard, he said.
As regards the retail shops, the DC said there are 1,300 retail shops operating throughout the state and all of them are managed by registered pharmacists only.
The department has given licences to the shops on the basis of registration certificates produced by the pharmacists, so there is no need for anxiety about dispensing drugs by unqualified pharmacists.
He said the pharmacists are supposed to be in the pharmacies during their functioning. To another query, the drug controller said there is no shortage of medicines in any part of the state and there is no interruption in the supply system also.
