Upper Division Clerks of the Central Secretariat Clerical Service, now known as Senior Secretariat Assistants, with a minimum of eight years of regular service in the grade. They should have undergone training in Cash and Account works at the Institute of Secretariat Training and Management or an equivalent institution, and possess a minimum of two years’ experience in Cash, Account, and Budget work.

In case this criterion is not met, candidates may also qualify under the following conditions:

Officers of the Central Government hold posts on a regular basis in the parent cadre or department.
Candidates with six years of service in the grade, rendered after regular appointment in level 5 in the pay matrix (Rs. 29,200 – Rs. 92,300) or equivalent in the parent cadre or department
Candidates with eight years of service in the grade, rendered after regular appointment in level-4 in the pay matrix (Rs. 25,500 – Rs. 81,100) or equivalent in the parent cadre or department.
Candidates who have undergone training in cash and accounts work in the ISTM or equivalent and possess a minimum of two years’ experience in cash, accounts, and budget work.
