The Pharmacy Council of India (PCI) has started the approval process for the academic year 2021-2022 for the pharmacy institutions which are exempted from moratorium imposed by the education regulator in July 2019.
The council has invited applications from new institutions till May 28 this year.
According to PCI sources, moratorium is not applicable for government institutions, institutions in the north eastern states and the states and union territories where the number of D.Pharm and B.Pharm institutions is less than 50.
For facilitating the institutions to apply, PCI has opened its web portal on May 19 and it will continue to be so till 28th of this month, says one circular issued by the PCI to all state governments, examining authorities and institutions.

The colleges have to apply on the PCI portal along with pre-requisite statutory documents which are specified on the portal. Each institution can admit maximum 60 students for diploma course, 60 to 100 students for the degree course and 15 students for each specialization in the post graduate programmes.
The applying colleges have to pay the Pharmacy Education Regulatory Charges (PERC) which includes the registration fee, affiliation fee, service fee and inspection fee. All applications should be attached with the receipt of the fee payment and the prescribed documents.
In the case of M Pharm course, only government institutions started for the purpose of imparting postgraduate education will be eligible for starting M Pharm course directly.
As per regulation 4.2 (a) of the Master of Pharmacy (M Pharm) course regulations 2014, colleges which are not approved for running B Pharm course under section 12 of the pharmacy act are not eligible to apply for M Pharm programme, says the circular.
The council has unequivocally informed all institutions, examining authorities and state governments that it will not extend the last date for applying under any circumstances.
In July 2019, the Central Council Meeting (CCM) of the PCI unanimously decided to impose moratorium on starting new pharmacy colleges for conducting D Pharm and B Pharm courses for a five-year period from the academic year 2020-2021.
However, this prohibition was not applicable in the case of north eastern states where pharmacy colleges were not adequate in number. This now enables new institutions from the north east can apply for new courses along with other government institutions.
The council’s decision to impose moratorium was under the observation that there would be huge scarcity of well-paid job opportunities for qualified pharmacists in future because of over-supply of qualified pharmacists in the country.
