  1. Sanitizer has a limited action of contact between tissue whether it may be called skin or mucosa and other surface with pathogenic agent. Intended for modification of microenvironment. It doesn’t show any pharmcological action; metabolic action or immunological action to consider Under 3 (b) (i ). Thus to consider as medicine under 3 b i is debatable.
