Haryana: Food and Drugs Administration (FDA) Haryana organized an Educational webinar for Cosmetics Manufacturer and Regulators on Cosmetic Rules 2020 (CR 2020) on Sunday morning.
This educational seminar chaired by Atul Nasa, Controller Drugs, FDA Delhi. Narender Ahooja, State Drugs Controller, FDA Haryana, PK Jaggi, former ASDC, FDA Delhi and RK Chugh, former ASDC, FDA Haryana were in expert panel.
They made presentation and informed in detail about provisions of Cosmetic Rules 2020. This seminar attended by Dr. Bharatesh R Jagashetty, former, SDC, FDA Karnataka, Rajinder Harna former ASDC, FDA Haryana, Adarsh Goyal DSDC, FDA Haryana, Manmohan Taneja ASDC, FDA Haryana, Lalit Goyal ASDC, FDA Haryana and Gurbinder Singh, Assistant Commissioner FDA Punjab. Many field officers from above states also attended this seminar.
Panel informed that these Cosmetic Rules 2020 are notified and implemented w.e.f. 15.12.2020 when notified vide GSR no 763(E). As per saving clause Rule 72 the existing licenses on Form 32 shall be deemed valid for all purposes till it’s expiry or for period of 18 months from date of notification of Cosmetic Rules i.e. 15.12.2020 whichever is later.
Now Fee for grant of license is ₹10,000/- with 10 items of each category free. Fee for retention of license is ₹10,000/- Fee for approval of each item is ₹500/- per item. Late fee is 2% per month of license fee. Fee for approval of additional category of products is ₹10,000/- with ten items for each category free.

Expert panel also detailed about New Cosmetics, Actual manufacturer, Legal Manufacturer in context of Imported cosmetic. Rule 23 guidelines for grant of Cosmetic License also discussed in detail. Provision of grant of GMP also discussed.
Records of cosmetics manufacturing and testing to be maintained for the period of 3 years from date of expiry date and testing date of the product respectively. Six month time given for obtaining license due to change of Constitution. For any change in name without any changes in constitution time is given for two months.
Details of different Categories, forms and Fee introduced in Cosmetics Rules 2020 also discussed. Participant’s asked questions about making application etc and information given by Panel.
Dr. Jagashetty congratulated the panel and participants for detailed discussion. Atul Nasa made valuable input and urged for more such educational seminars.
