Applications are invited from eligible candidates for appointment to the post of Director, Group ‘A’ Gazetted, Non-Ministerial, in the Pay Level 13 (Rs. 1,23,100 – 2,15,900) of pay matrix of 7th CPC (pre-revised scale of Rs.4500-150-5700) in the Central Drugs Testing Laboratory (CDTL), Mumbai, Central Drugs Standard Control Organisation (CDSCO), Directorate General of Health Services, Ministry of Health & Family Welfare on Promotion/Transfer on deputation (including short-term contract) basis.

Eligibility Criteria
Officers under the Central Government/State Governments / Recognised Research Institutions / Public Sector Undertakings I Semi-Government / Autonomous or Statutory Organisation:-
(i) holding analogous posts on regular basis;
Or
(ii) with 5 years’ regular service in posts in the Pay level 12 (Rs.78,800 – 2,09,200) of 7th CPC pay matrix (pre-revised scale of Rs.3700-5000 or equivalent)
Or
(iii) with 10 years’ regular service in posts in the Pay Level 11 (67,700-2,08,700) of 7th CPC pay matrix (pre-revised scale of Rs.3000- 4500) or equivalent; and possessing the educational qualifications and experience prescribed for direct recruits under column 8.
The Departmental Senior Scientific Officer-I (Chemistry) in level – 11 of 7th CPC (Rs.67700-208700) of the pay matrix with 10 years regular service in the grade will also be considered along with outsiders and in case he/she is selected for appointment to the post, the same shall be deemed to have been filled by promotion.
The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation.
Similarly deputationists shall not be eligible for consideration for appointment by promotion.
(Period of deputation/contract including period of deputation/contract in another ex-cadre post held immediately preceding this appointment in the same or some other organisation / department of the Central Government shall not exceed 5 years).
The maximum age limit for appointment by transfer on deputation (including short-term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.
Essential :
(i) Master’s degree in Chemistry / Bio-chemistry / Pharmaceutical Chemistry / Microbiology / Pharmacy / Pharmacology / Physiology / Botany / Veterinary Science from a recognised University or equivalent;
(ii) 12 years experience in testing of drugs and coordinating the activities of different branches of a drug testing laboratory.
Note 1 : Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidates otherwise well qualified.
Note 2 : The qualification (s) regarding experience is/are relaxable at the discretion of the Union Public Service Commission in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.
Desirable : Doctorate degree in the relevant subject from a recognised University or equivalent.
The pay and other terms and conditions of deputation (including short-term-contract) will be regulated in accordance with DOPTs O.M. No. 6/8/2009-Estt.(Pay-ll) dated 17.06.2010 as amended from time to time.
Cadre authorities/Heads of Department are requested to forward applications of eligible and willing candidates whose services can be spared for appointment to the said post on deputation (including short-term-contract) basis so as to reach Shri Amit Kumar, Deputy Director (Admn), Central Drugs Standard Control Organisation HQ, FDA Bhawan, Kotla Road, New Delhi-110002 within 60 days from the date of publication of this advertisement in the Employment News.
LIST OF DOCUMENTS TO BE SENT ALONG WITH THE APPLICATION
1. Application in prescribed format — Annexure II duly filled in and signed by the candidate and countersigned with seal by the Cadre/Appointing authority.
2. Attested copes of APAR/ACRs for the last 5 (five) years duly attested on each page by an officer not below the rank of Under Secretary to the Government of India.
3. Integrity Certificate
4. Vigilance Clearance Certificate
5. Statement of major or minor penalties, if any, imposed on the officer during the last 10 years of service.
6. A certificate to the effect that the particulars furnished by the candidate have been verified and found correct as per service records.
7. Cadre Clearance Certificate.
