Gujarat FDCA
The Gujarat Food and Drug Control Administration (Gujarat FDCA) is taking a significant step towards enhancing drug quality and security in India.
Recent discussions with the Industries and Mines Department (IMD) of Gujarat aim to establish a dedicated common drug testing facility within the country’s first bulk drugs park at Jambusar, Bharuch district.
Strengthening Domestic Production:
- Jambusar Bulk Drug Park: This park, spanning over 2,200 acres, will house over 300 industries, primarily SMEs (Small and Medium Enterprises). Its establishment follows the submission of a detailed project report (DPR) estimated at Rs. 2,200 crore.
- Promoting Domestic Manufacturing: Aligned with the “Promotion of Bulk Drug Parks” scheme by the Department of Pharmaceuticals (DoP), this initiative aims to boost domestic production of bulk drugs, reducing reliance on imports.
Advanced Drug Testing Capabilities:
- State-of-the-Art Equipment: The proposed testing lab will be equipped with cutting-edge technology, including:
- Thermal analytics
- Rapid microbiological tools
- Advanced analytical equipment
- Chemistry-based testing methods
- Ensuring Drug Quality and Potency: This comprehensive testing will effectively assess the purity and potency of bulk drugs produced within the park.
Government Support for Infrastructure Development:
- Central Government Grant: Under the “Promotion of Bulk Drug Parks” scheme, the central government will provide a grant-in-aid of Rs. 1,000 crore for developing essential infrastructure within the park.
- Common Infrastructure Facilities: This includes:
- Common effluent treatment plant
- Common solvent storage system
- Solid waste management system
- Storm water drainage
- Safety and hazardous operations audit center
- Gujarat Industrial Development Corporation (GIDC): As the State Implementing Agency (SIA), GIDC will oversee the development of the park at Jambusar.
National Drug Security and Reduced Import Dependence:
This initiative by the central and Gujarat state governments aligns with the broader goal of achieving drug security in India.
Here’s how it contributes:
- Reduced Dependence on Imports: The scheme aims to attract large investments to boost domestic manufacturing of critical Active Pharmaceutical Ingredients (APIs), drug intermediates, and Key Starting Materials (KSMs), thereby reducing dependence on imports.
- Financial Incentives: The scheme offers financial incentives based on sales made by manufacturers of 41 identified products covering 53 essential APIs.
- Fermentation-based products will receive incentives ranging from 5% to 20% for a period of six years.
- Chemical synthesis-based products will receive incentives of 10% for a period of six years.
Gujarat’s Leading Role in Pharmaceuticals:
Gujarat is a powerhouse in the Indian pharmaceutical industry:
- Leading Exporter: The state contributes a significant 28% of India’s total pharmaceutical exports, valued at USD 25 billion.
- Strong Domestic Presence: Gujarat holds a dominant position, accounting for 30-31% of the domestic pharmaceutical market, also valued at USD 25 billion.
This dedicated drug testing facility within the Jambusar bulk drug park will further strengthen Gujarat’s position and contribute to a more secure and self-sufficient pharmaceutical landscape in India.
