Schedule H2 Drugs
The Ministry of Health and Family Welfare in India recently published a landmark notification regarding the “Schedule H2 Drugs” that will bring crucial changes to the country’s Drugs Rules regarding the regulation of pharmaceutical products.
The Drugs (Seventh Amendment) Rules, 2026 were issued under G.S.R. 506(E) on June 22, 2026.

These rules were created through discussions with the Drugs Technical Advisory Board (DTAB) and will bring four key therapeutic drug categories under Schedule H2 of the Drugs Rules, 1945.
For pharmaceutical manufacturers, importers, and others involved in the pharmaceutical supply chain, understanding these new timelines is crucial for future planning and regulatory compliance.

Decoding the Core Amendment to Schedule H2
The amendment that will be implemented will create a new table within Schedule H2.
The current table will be renumbered as Table 1, and a new Table 2 will be introduced with four distinct drug categories that will fall under Schedule H2 with increased levels of scrutiny:
- All Vaccines
- All Antimicrobials
- All Narcotic Drugs and Psychotropic Substances
- All Anticancer Drugs
Implementation of these new rules will be done in phases according to the following timeline:

The most crucial development of this new amendment is that vaccines, anticancer, and narcotic drugs will be required to comply with the new Schedule H2 rules by July 1, 2027.
Antimicrobials, however, will not be required to comply until July 1, 2028.
The Background of the Amendment to Schedule H2
This amendment was published as a draft Drugs (Seventh Amendment) Rules, 2026 via notification number G.S.R. 757(E) on October 16, 2025.
The draft was made publicly available on October 18, 2025, when the Ministry of Health and Family Welfare gave the public a 30-day window to provide feedback and suggestions for the government.
