The Union health ministry has sent notices to drugs and cosmetics importers and exporters to urgently implement e-SANCHIT for speedy clearance of licenses
e-SANCHIT: e-Storage and Computerised Handling of Indirect Tax documents
This is also aimed to reduce physical interface between customs, regulatory agencies and drugs and cosmetics manufacturers for getting import and export license.

Direction in the notices
In a notice, the ministry stated that in continuation to the notices served on January 29, 2019, June 11, 2019, June 14, 2019 and June 25, 2019, all beneficiaries stakeholders / importers / exporters, customs house brokers transacting with customs have been urged to get registered on ICEGATE.
They all has been directed to furnish details of Import Export Code (IEC)/Goods and Service Tax Network (GSTN) along with the email id registered with ICEGATE to Central Drugs Standard Control Organisation (CDSCO) for implementation of e-SANCHIT
The registration of the beneficiaries on ICEGATE is a pre-requisite condition so that participating government agencies (PGAs) could link the licenses / Permits / Certificates / Other Authorizations (LPCOs) to the registered beneficiaries IEC/GSTN and e-mail id.

ICEGATE system
ICEGATE system was introduced four years ago to overcome procedural flaws. ICEGATE, that stands for the Indian Customs Electronic Commerce Interchange Gateway, is a portal providing e-filing services to the trade and cargo carriers and other clients of customs department also called as trading partners.
It further stated that most of the stakeholders / importers / exporters, customs house brokers transacting with customs are not registered with ICEGATE till date.

Where to submit details
Therefore, all stakeholders are once again requested to get registered immediately on ICEGATE and to furnish details of IEC/GSTN code along with the email id registered with ICEGATE as well as contact details of the concerned persons to this Directorate General of Health Services (DGHS) at email import regist@cdsco.nic.in so that the information can be further shared with other offices of CDSCO for seamless implementation of e-SANCHIT.
It may be noted that in case the beneficiaries do not register and not provide IEC/GSTN code to DGHS, it can affect issuance of LPCOs by DGHS or any other offices of CDSCO.
The Central Board of Indirect Taxes and Customs (CBIC) has launched the e-Sanchit for paperless processing and uploading of supporting documents to facilitate trade across borders.
The objective will also help streamline the procedure for registration of beneficiaries on ICEGATE and uploading of LPCOs by PGAs on e-SANCHIT.
CDSCO is identified as one of the PGAs for implementation of e-SANCHIT to upload LPCOs.
