The National Capital Territory (NCT) of Delhi is in the process of strengthening its drug regulatory framework with the recent appointment of 17 new drug inspectors.

This is a decisive step towards strengthening its drug regulatory system in the NCT of Delhi.

Furthermore, the notification for an additional eight inspectors, out of the 25 recently recruited, is anticipated by the end of this month, as confirmed by KR Chawla, the Controlling and Licensing Authority at the Delhi Drug Control Department (DCD).

Increased Manpower to Combat Spurious drugs

This latest infusion of personnel brings the total number of drug inspectors at the DCD to 39, a substantial increase from the previous count of just 14.

While this marks a considerable improvement, Chawla highlighted that the current strength still falls short of the sanctioned posts of 46 inspectors required for the department for smooth working.

He has proactively communicated the ongoing need for a full capacity of staff to the government, emphasizing the department’s active role in enforcing the law.

Training

Chawla said that the newly appointed drug inspectors are currently undergoing training for a period of six months.

He proudly stated that the Delhi DCD stands out as the only state regulatory body offering such extensive training, which includes a valuable one-month industrial training component.

Assistant Drug Controllers (ADCs) and senior drug inspectors are serving as trainers, imparting their wealth of experience to the new drug inspectors.

Demonstrating their commitment to immediate action, the department has already involved the fresh inspectors in enforcement activities, conducting three surprise raids and four seizures.

The training includes

  • Withdrawing samples from various sale units to ensure quality of the drugs.
  • Procedures of search and seizure operations in accordance with legal protocols.
  • Developing intelligence networks to identify potential violations.
  • Conducting routine inspections of pharmacy operations and other establishments.

Furthermore, the new drug inspectors will actively participate in risk-based inspections (RBI) within drug manufacturing units.

Legal experts will also conduct training sessions on the legal provisions of the Drugs and Cosmetics Act, ensuring a strong foundation.

Their training will also include the inspection procedures in blood centres, a critical aspect of public health.

Delhi: A Hub for Drug wholesale market

Chawla also explained that the capital serves as a big hub where drugs manufactured across the entire country enter the market.

This makes consistent and thorough inspections absolutely crucial to prevent the circulation of substandard or counterfeit drugs.

While the number of drug manufacturing units within Delhi itself is comparatively small, the city’s market attracts manufacturers and marketers from all corners of India.

The DCD maintains strict daily inspections of both retail and wholesale units to safeguard public health and prevent the sale of illegal drugs.

Diverse Talent Pool and Central Collaboration

The newly recruited drug inspectors bring a diverse range of experience from various states across the country, with four hailing from South India.

Their recruitment was conducted by the Union Public Service Commission (UPSC), reflecting the fact that the Delhi government still adheres to the norms established for union territories in this regard.

Notably, the Central Drugs Standard Control Organisation (CDSCO) has also recognized the talent within the Delhi DCA, selecting and training two inspectors.

This collaboration aims to leverage their potential during raids and joint inspections, fostering better coordination in tackling pharmaceutical crime.

Further Strengthening the Department

Chawla also stated that the government has already issued appointment orders for two additional drug inspectors.

Once these individuals join, the total number of drug inspectors will rise to 41, moving closer to the sanctioned strength.

Currently, the Delhi DCA has 48 officers, including one deputy drug controller, 8 zonal ADCs, and 39 drug inspectors.
