The Department of Health Research was created as a new Department under the Ministry of Health & Family Welfare vide Presidential notification dated 17th September 2007 by an amendment to the Government of India (Allocation of Business) Rules, 1961, with the objective of facilitating a well-functioning health research system in the country.
To fulfill its assigned mandate, DHR runs various bio-medical research schemes as well as administers the Indian Council of Medical Research, an autonomous body under DHR.
Post: Scientist
Applications are invited from eligible and suitable officers for filling up the post of Scientist C (Level 11 of the pay matrix- 2 post), Scientist D (Level 12 of the pay matrix- 2 post) and Scientist E (Level 13 of the pay matrix- 2 post) in the Department of Health Research on Deputation (including short-term contract) basis.
Scientist C

Classification of post : General Central Service, Non- Ministerial, Gazetted Group ‘A’
Pay Scale : Level 11 in the pay matrix (Rs. 67700-208700).
Age Limit : 56 years as on the closing date of receipt of application.
Eligibility Conditions for appointment on deputation (including short term contract) basis :
Officers under Central Government or State Governments or Union territory Administrations or public sector undertakings or recognised Universities or recognised research institutions or autonomous bodies or statutory organisations:
(a) (i) holding analogous post on a regular basis in the parent cadre or department; or
(ii) with five years’ service in the grade rendered after appointment thereto on a regular basis in posts in level 10 in the pay matrix (Rs.56100 – 177500) or equivalent in the parent cadre or department; and
(b) possessing the following qualifications and experience: –
(i) Bachelor of Medicine and Bachelor of Surgery degree recognised by Medical Council of India or post graduate degree in any of the subjects viz- Biochemistry or Chemistry or Anthropology or Sociology or Social Work or Food and Nutrition or Economics with specialisation in Health Economics or Psychology or Biology or Bioscience or Entomology or Genetics or Medical Genetics or Immunology or Microbiology or Molecular biology or Pharmacology or Pharmacy or Toxicology or Virology or Zoology or Biotechnology or Botany or Bio-Informatics or Biostatistics;
(ii) Four years’ experience of Research and Development or Teaching or working in public sector or Government recognised institutions.
Note 1 : The period of deputation including the period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed four years.
Scientist D
Number of posts : 2
Classification of post : General Central Service, Non- Ministerial,Gazetted Group ‘A’
Pay Scale : Level 12 in the pay matrix (Rs. 78800-209700).
Age Limit : 56 years as on the closing date of receipt of application.
Eligibility Conditions for appointment on deputation (including short term contract) basis:
Officers of the Central Government or State Governments or Union territory Administrations or public sector undertakings or recognised Universities or recognised research institutions or autonomous bodies or statutory organisations:
(a) (i) holding analogous post on a regular basis in the parent cadre or department; or
(ii) with five years service rendered after appointment to the post on a regular basis in level-11 in the pay matrix (Rs.67700 – 208700) or equivalent in the parent cadre or department; and
(b) possessing the qualifications and experience as follows: –
(i) Doctor of Medicine or Master of Surgery or Diplomate of National Board or equivalent degree recognised by Medical Council of India with five years Research and Development or Teaching or working experience from public sector or Government recognised institutions; or
(ii) Bachelor of Medicine and Bachelor of Surgery degree recognised by Medical Council of India with Doctor of Philosophy and four years Research and Development or Teaching or working experience from public sector or Government recognised institutions; or
(iii) Doctor of Philosophy from a recognized University in any of the subjects viz- Biochemistry or Chemistry or Anthropology or Sociology or Social Work or Food and Nutrition or Economics with specialisation in Health Economics or Psychology or Biology or Bioscience or Entomology or Genetics or Medical Genetics or Immunology or Microbiology or Molecular biology or Pharmacology or Pharmacy or Toxicology or Virology or Zoology or Biotechnology or Botany or Bio-Informatics or Biostatistics with five years Research and Development or Teaching or working experience from public sector or Government recognised institutions; or
(iv) Post Graduate degree in any of the subjects viz- Biochemistry or Chemistry or Anthropology or Sociology or Social Work or Food and Nutrition or Economics with specialisation in Health Economics or Psychology or Biology or Bioscience or Entomology or Genetics or Medical Genetics or Immunology or Microbiology or Molecular biology or Pharmacology or Pharmacy or Toxicology or Virology or Zoology or Biotechnology or Botany or Bio-Informatics or Biostatistics with eight years Research and Development or Teaching or working experience from public sector or Government recognised institutions.
Note 1 :The period of deputation including the period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed four years.
Note 2 : The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on last date of receipt of applications.
Scientist E

Classification of post : General Central Service, Non- Ministerial, Gazetted Group ‘A’
Pay Scale : Level 13 in the pay matrix (Rs. 78800-209700).
Age Limit : 56 years as on the closing date of receipt of application.
Eligibility Conditions for appointment on deputation (including short term contract) basis:
Officers under Central Government or State Governments or Union territory Administrations or public sector undertakings or recognised Universities or recognised research institutions or autonomous bodies or statutory organisations:
(a) (i) holding analogous post on a regular basis in the parent cadre or department; or
(ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in level 12 in the pay matrix (Rs.78800 – 209200) or equivalent in the parent cadre or department; and
(b) possessing the following qualifications and experience :
(1) (i) Doctor of Medicine or Master of Surgery or Diplomate of National Board or equivalent degree recognised by Medical Council of India; or
(ii) Doctor of Philosophy from a recognized University in any of the subjects viz- Biochemistry or Chemistry or Anthropology or Sociology or Social Work or Food and Nutrition or Economics with specialisation in Health Economics or Psychology or Biology or Bioscience or Entomology or Genetics or Medical Genetics or Immunology or Microbiology or Molecular biology or Pharmacology or Pharmacy or Toxicology or Virology or Zoology or Biotechnology or Botany or Bio-Informatics or Biostatistics; and
(iii) Seven years Research and Development or Teaching or working experience from public sector or Government recognised institutions.
Note 1 : The period of deputation including the period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed five years.

The last date for receipt of applications for appointment to the post of Scientist C, Scientist D and Scientist E in the Department of Health Research on deputation (including short-term contract) basis is 60 days from the date of issue/publishing of advertisement in Employment News.
Advance copies of application or application received after the prescribed period or not accompanied with the requisite information/ documents are liable to be rejected. Applications should invariably be sent in the proforma enclosed at Annexure II.
Applications should be accompanied with attested photocopies of complete ACRs for the last five years (all pages of the ACR to be attested by an officer not below the rank of Under Secretary in the Government of India), Vigilance clearance/lntegrity clearance/Cadre clearance certificate and statement of major or minor penalties imposed on the officer, if any, during the last 10 years. (Annexur-III) and Cadre control certification (Annexure-IV).
