Himachal Pradesh’s Health Minister, Dhani Ram Shandil, has introduced the Himachal Pradesh Drugs and Controlled Substance (Prevention, De-addiction and Rehabilitation) Bill, 2025 in the assembly.

Legal Framework to Curb Drug Abuse
The newly proposed bill aims to create a robust legal framework to combat drug abuse across the state of Himachal Pradesh.
Recognizing the urgent need for stricter action, the bill provides stricter punishments based on the quantity of drugs involved in an offense for drug abuse.
This bill also includes stricter punishments and penalties for repeat offenders.
This bill also provides the highest punishments and penalties for selling drugs to minors.
Furthermore, the legislation addresses the concerning issue of drug-related activities near educational institutions by imposing stricter penalties for drug trafficking near schools and colleges and for using their premises for any illegal drug-related activities.
Accountability
The Bill also proposes to hold individuals accountable who, knowingly or unknowingly, commit drug-related offenses.
As per the new proposed bill, owners or occupiers of properties—including houses, rooms, vehicles, or even animals—who permit their use for the commission of these drug offenses by others could face imprisonment ranging from five to ten years.
Furthermore, the new bill targets the financial backbone of the drug trade.
Anyone found directly or indirectly involved in financing illicit drug traffic or harboring drug offenders will face severe consequences, including rigorous imprisonment for a minimum of ten years, extendable up to fourteen years, with a fine of up to Rs 5 lakh.
