Download the Transfer Policy for Officers up to Deputy Drugs Controller (India), the link is given below: The Central Drugs Standard Control Organisation (CDSCO) has implemented a fresh transfer policy for its officers, specifically those holding positions up to the rank of Deputy Drugs Controller (India).

This new policy aims to streamline the process of posting officials upon promotion and emphasizes that requests for preferred postings will not be entertained.

New Transfer Policy Issued by CDSCO:

In a new transfer policy released on July 3, the CDSCO administration clarified that it has the prerogative to post officers on their promotion to any office under CDSCO, disregarding personal preferences for postings.

Superseding the Previous Order:

This updated transfer policy supersedes the administration’s previous order from June 24, 2016. The new policy will take immediate effect, affecting officers up to the rank of Deputy Drugs Controller (India).

Eligibility for Transfer:

The policy maintains the provision from the previous one, stating that officials who have completed a minimum of three years of service by June 30th of a given year will be considered for transfer.

Preference Options and Selection Process:

Officials eligible for transfer can provide three options, in order of preference, to the Drugs Controller General (India). The selection process will prioritize seniority and consider the government’s policy on working spouses, subject to specific provisions.

Home Town and Request-based Transfers:

Officials will not be posted in their hometowns, and officers with less than one year of remaining service will not be transferred, except upon their explicit request.

Duration in Metropolitan Cities/Districts:

The policy restricts any official from being stationed in a metropolitan city or district for more than 10 years, regardless of rank or multiple postings within the same city or district.

This regulation aims to ensure equitable distribution of postings and prevent stagnation in one location throughout an officer’s career.

Retention at CDSCO Headquarters:

Officials at CDSCO headquarters may be retained for an additional year, extending their tenure to a maximum of four years, if there are work exigencies.

Sensitive Postings and Disciplinary Cases:

Officials facing disciplinary or vigilance charges will not be assigned sensitive postings, as per the policy guidelines.

Revision History of Transfer Policy:

This new transfer policy supersedes the previous order from June 24, 2016, which replaced the initial order from February 13, 2014.

The 2014 order aimed to promote transparency and accountability within CDSCO, aligning with the guidelines set by the Central Vigilance Commission (CVC) for sensitive organizations.

Recent Promotions and Transfers:

CDSCO recently issued promotions and transfers for 33 Deputy Drugs Controllers (India) (DDC-Is) within the organization, resulting in significant changes across various divisions at the headquarters.
