Gujarat has once again justified its title of ‘Pharmacy of the Nation‘ as it approved 183 new pharmaceutical plants during FY 2024-25, which is the highest number of allopathic drug manufacturing units approved in a year since the COVID-19 pandemic.
This shows how the vital sector is recovering from pandemic-related impacts with in-house growth.
Pharmaceutical Plants approved since March 2019
This fiscal year is not the only record-breaking approval.
Since March 2019, Gujarat has approved 800+ allopathic drug manufacturing controlled substances, which is the highest number ever, reflecting the state’s pivotal and increasing role in India’s overall pharmaceutical market.
As per H.G. Koshia, Commissioner of the Gujarat Food and Drug Control Administration (FDCA), these new licenses will soon have new plants operational, solidifying the state’s position further on top of an already number one position.
Average investment per plant
In addition to this year’s approval totaling new factories, new financial commitment comes along.
New licenses mean new plants and an average investment of ₹50 crores per unit; however, some companies have invested considerably more when establishing operations in India.
Therefore, from this annual approval alone, the total investment in 2024-25 may reach up to ₹12,000 crores this year alone.
Gujarat’s pharmaceutical ecosystem
Experts from the industry speculate that this strong revenue potential to continue comes from Gujarat’s stasis within the industry to date.
All aspects required for success blend together in great balance—road access, manpower balance, taught ecosystems, and geographical advantages—all provide a give and take for success on top of strong government incentives for business.
In addition, many pharmaceutical plants are shifting from Northern India to Gujarat, which champions this claim as a place with vast business potential.

Gujarat also houses medicines produced and transferred significantly through Indian borders.
Currently, Gujarat produces 30% of all medicines consumed solely in India and 28% of all pharmaceutical exports.
In addition, the pharmaceutical industry consists of 4,000+ manufacturing units employing 50,000 people.
Thus, this sector is crucial for growth within Gujarat.

Gujarat is also a significant contributor to medically manufactured devices.
Presently 53% of all medical devices manufactured in India hail from Gujarat, and 78% of cardiac stents made across India are from here.
