MTP Kits
To restrain the illegal sale of MTP Kits (abortion pills) for Medical Termination of Pregnancy (MTP), the Food and Drugs Administration Haryana (FDA Haryana), on 29th April 2025, undertook two separate operations in two separate locations across Haryana.
Acting on secret information, two discrete teams undertook operations against illicit unlicensed sales in Kaithal and Hisar. Both locations succeeded in seizing a plethora of MTP kits and other drugs in question.
Hisar
The first operation took place in Kaithal, where Chetan Verma, DCO Kaithal; the State Narcotics Team Karnal; and Dr. Gaurav Punia, PNDT in charge, conducted a raid at the unlicensed shop of Vikas Bansal.
The raid location pinpointed in Kaithal led to the recovery of approximately 5805 MTP kits, which were neither accountable nor licensed by any authority.
The unaccounted MTP kits have been seized, with three different samples taken of the seized kits under the Drugs and Cosmetics Act for testing purposes.
Also seized from the location were tablets “Unwanted 72” and “Manforce 100.”
FIR registered
An FIR has been lodged against the accused under sections 3, 4, and 5 of the Medical Termination of Pregnancy Act (MTP Act).
The FDA Haryana team is simultaneously filing an application in the court for the physical custody of the MTP kits.
Investigative efforts are ongoing to determine the drug source and potential distribution points.

Similarly, a secret informant in Hisar was successful as well.
Kaithal
Upon receipt of secret information that someone is supplying MTP kits, which are misused during illegal abortions, a team including Ajay Bishnoi, DCO Hisar-II; Ajay Kumar, DCO Hisar-I; and Dr. Subhash Khatreja, Deputy Civil Surgeon, Hisar, conducted a decoy operation to nab the accused.
As per the informer, one Sunil Kumar is selling 25 MTP kits, which he sells for ₹4100.
One of the members of the FDA Haryana team, Naveen Kumar, acted as a buyer with the informer in front of Azad Nagar Thana.
Sunil Kumar arrived via Zomato delivery motorcycle, delivered the MTP kits to Naveen Kumar, and received payment via Paytm transaction.
As soon as the transaction took place, Sunil Kumar was approached by the team to check his conveyance.
He failed to provide any drug license and purchase/sale record of the seized “Contrapill-Kit” MTP kits.
He was only possessing these kits unlawfully, and the team seized 25 MTP kits as evidence and recorded his statement to find him as an unlicensed retailer, holding him accountable for illegally supplying MTP kits without any legitimate authority.
